## **Introduction**

*Soccer Québec* has recently made significant changes to the Soccer Québec Operating Rules regarding the movement of athletes between clubs. These changes include modifications to the Spordle ID and to My Account.

## Club recognition and limitation of competition levels

The Club's recognition level is now displayed in the General tab of the Organization module and appears under the Organization category.

A club's recognition level gives it access to certain levels of competition. Therefore, each club can create teams and set registration fees only for competitions corresponding to the level of recognition it has been awarded.

Thus, only categories linked to recognition will be available when creating registration fees or rolling over registration fees at the start of a new season. The same applies to creating teams, whose category must correspond to that indicated when a player registers.

## **Request for athlete movement**

Soccer Québec’s rules of operation now restrict the movement of athletes in certain categories by setting a maximum number of mutations allowed. It is the athlete’s (or his/her parent/guardian’s) responsibility to submit a movement request for a club transfer, which may be initiated from the athlete’s owner account. Indeed, any player from U9 to U18 wishing to change clubs must make a move request.

### **How do I submit a request for a movement?**


> ℹ️ The number of movement requests an athlete may submit is unlimited However, a current application must be processed before a new one can be submitted.


#### **As a parent or athlete via My Spordle Account:**

> ❌ *Only the athlete's account owner can access the movement request. As a club registrar, you can change the account owner. To do so, go to the member's profile summary, then scroll down to the ****Linked Accounts**** tab. Select the email address you want to designate as the owner, then, in the ****Action**** menu, choose ****Set as Owner****. The parent will then be able to submit the movement request.*

There are two ways to submit a movement request as a parent or athlete:

- **When registering online**: Athletes wishing to change Clubs must first visit the online store of the new Club they wish to join. He/she must then start the registration process and select the category in which he/she wishes to register. If a release request is required for the desired category, the account holder will have to make a movement request and wait for its approval before finalizing the registration. Once the request has been approved, a confirmation e-mail will be sent to the account holder, inviting him or her to complete the registration via the new Club's online store.

> ⚠️ *The member will need to register in the category for which the movement request was approved.*

- **From your Spordle account**: Initiating a movement request is possible even before starting the online registration process. A**"Movement**" tab will appear in the Members section of the member record. The account holder can submit the request by selecting the reason. Once the request has been submitted, the account holder must wait for approval before proceeding with the registration.

#### **As Club Registrar**:

It is still possible to initiate the request as a Club Registrar. To do so, it is up to the Registrar of the **new Club** to initiate the movement request from the athlete's profile via the **Action** button :

- The category in which the athlete will play must be indicated.
- The reason for the movement request must be selected from the following options:
  - Moving
  - Return to home club
  - Access to competition
  - Other

### **How a release request is processed**

#### **If the request was initiated by the account holder via My Account:**

- The movement must first be approved by the primary club, then by the new Club.
- As soon as the movement is approved, the primary club is updated for the new club.
- The account holder receives notification that the request has been approved and can then proceed with registration.

#### **If the request was initiated by the Registrar of the new Club:**

- The movement must be approved by the primary club and then by the ARS.
- As soon as the movement is approved, the primary club is updated for the new club.
- The new club registrar receives notification that the application has been approved, and can then proceed with manual registration or inform the athlete's account holder to proceed with online registration.

> ⚠️ *The category of manual registration shall correspond to the category of the movement request that has been approved. *

### **Change of movement category :**


> ℹ️ Only the regional registrars and Soccer Québec have this permission.

Suppose the parent or registrar has made a mistake when requesting a movement by indicating one category when the registration should be made in another category. In that case, the Club must contact its ARS to ask it to modify the category of the movement. This can be done either via the module Task → Movement → Choose the member and open the side panel. There is a blue pencil next to the category:

The other option is via the member's profile. In the History → Movement tab, click on the movement. In the side panel, you will have the option to modify the movement by clicking on the blue pencil next to the category.

### **Mutation report**

A new report is now available for club and regional registrars. This report presents information on members who have been muté to enable clubs and regions to find out the number of muté by category that have been approved in a given season. This report shows, in particular, the organization of departure, the region of departure, and the organization of arrival.

To download the report you need to position your mouse in the corner of the table under Export as PDF three small dots will appear and you can click on download results:

## How to Exchange an Item in Soccer with Player Movements?

> ⚠️ *It is essential to ensure that the movement category and division, registration fees, and team category are identical.*

  

- **If no movement or category change is required**, exchange the item, making sure that the new registration fee category matches the team category assigned to the member.
- **If a player requests a movement to a category that does not match the new registration fee**. In that case, you must first contact your ARS to adjust the movement category so that it aligns with the registration fees and team category. Once this update is completed, you can proceed with the exchange item.
